Gubernatorial timber former finance minister Margarito Gary Teves is keeping his options open to any viable political party who will carry his gubernatorial slate in 2013.

In an exclusive CHRONICLE intereview, Teves said right now, he belongs to Lakas party, and under coalition with NPC. He says, the Liberal party is the party to reckon with in 2013.

Stressing that sincere public service does not require one to belong to a political party, former finance secretary Margarito "Gary" Teves is keeping his options open to any party in his first ever bid to become the next governor of the province. He said, he can even form his own party.

A scion of the influential Teves political clan, Gary said that it does not matter whether he will be running under the opposition Lakas-Kampi CMD Party, of which he and his family have long been associated with, or to a separate party he might organize in the local level.

Using the half-full-half-empty principle, revenge or vindictiveness can be looked upon and described as "plain accountability" depending on who is the actor and who is the receiver of the action.

But there is a whale of a difference between the two terminologies: vindictiveness is getting back at one, even without enough justifiable reasons, just to get even with the other person.

While accountability goes with the territory: one is under obligation to settle things as part of one's duties and responsibilities. Accountability follows a process, in contrast to vindictiveness whose attacker can fast-track the whole matter.

Gloria Arroyo is now being persecuted (legally) as if she is the only election cheater in the Philippines. Don't get us wrong; we are for accountability.

And every past president has been doing it.

While it is good for this government to go after cheaters and plunderers, perhaps it is wise for us to get the cue from the story of the adulteress in the Bible wherein the Lord did not stop the accusers, but simply asked them to "cast the first stone." And even if stoning to death was their culture, nobody dared to do it because they knew EVERYBODY was as guilty, if not worse, as the adulteress.

THE Bill of Rights enshrined in the Constitu tion, past and present, of the Republic of the Philippines, takes precedence over all other provisions thereof. Every public official, before he assumes his duties, takes an oath to "preserve and defend the Constitution," not in prosecution.

The trouble with government lawyers is they forget that all persons, before conviction, are as a matter of right, presumed innocent. This is the rule of law.
