  PRESIDENT Aquino speaks at the VIP lounge arrival area at the Sibulan airport as he also met with NegOr mayors. "PNoy is encouraging the nation to extend help to those who are greatly affected by Tropical Storm Sendong. The President said to Negros Oriental mayors that the national government will be giving assistance to the victims. He added that they are now focused on providing assistance and relief to affected areas such as Negros Oriental." (story here)

Some 11,012 families in ten towns of Negros Oriental who lost 37 lives from among their close kins, and five persons missing, are starting to rebuild their homes --- starting from scratch, and with the help of government and the private sectors.

Damage to property has reached a partial total of P 730 million including P31.5 million in damaged irrigation canals and farms; plus P37Million lost in agricultural farms and crops.

President NOYNOY Aquino flew to Dumaguete personally last Wednesday from Cagayan and Iligan cities, to personally inspect the damage (by helicopter). He announced Pl.l7 billion in calamity funds available for assistance to the victims all over Visayas and Mindanao. Seven (7) countries have also pledged to send relief assistance including th UNICEF and the World Bank. The countries sending help are U.S.A., Candada, Spain, Japan, China Russia among others.

Those hard-headed river migrants must now be forever banned from the banks of rivers like Banica and Okoy and in Amlan and Tanjay rivers. Second, we must now GROW, not just plant, trees up in the highest mountains so water will not flow down the lowlands; but how can we stop the poor from cutting those trees for firewood? Everybody has to cook his food and they cut young trees for firewood. Tell us.

While Negros Oriental, together with typhoon Sendong's hardest-hit Cagayan de Oro and Iligan cities, will be beneficiary of the l.l7B calamity fund. A strong warning was issued by Pres. Aquino to please use the funds honestly and only for the purpose intended.

The weather and political will don't mix. The weather is unpredictable, while political will is the strong and calculated determination to do something right, irregardless of the weather.

There is not much we can do about the ever-changing weather coupled with climate changes, although it can still be traced back to man-made negligence, greed, and self-destruction of our environment.

But what is well within our control, specifically in Dumaguete, but has failed, is the actual prevention of squatters in protected areas. Truth is, the first option failed because the City or the local government unit (LGU) concerned, did not make this a priority. So, when the typoon came "like a thief in the night," everybody was caught with his pants down.
