      P15B IRA due; verdict soon?    


Consider it “manna from heaven” if and when the Supreme Court decides favorably on a 3-yr old petition seeking the release of P15.1Billion pesos in receivable Internal Revenue Allotments for Negros Oreintal’s provincial government, city and town LGUs.

This due IRA which remain elusive and uncollected comes from the collection of the value added tax, excise tax, among others by the Bureau of Customs acting as agent of the Bureau of Internal Revenue, where LGUs are supposed to have received years ago, within their respective IRA shares up to the present.

The Supreme Court decision is due anytime for Negros Oriental, considering its average track record of 3yrs average in deciding public interest cases which are pending litigation which the provincial government has filed respectively.

LGUs HOPEFUL

Local government units (LGUs) in Negros Oriental are hopeful billions of pesos in Internal Revenue Allotment (IRA) receivables will be released by the national government through networking with multilateral financial institutions and government financial institutions...

CRITICAL REPORTING  
   

The final consultative round of seeking the pulse of the people about One Negros region ended in Bayawan City Thursday with many and more questions unanswered, because there was no clear cut common definition of the parameters of One-Negros concept, in writing.

We purposely took time to attend, see and hear, how these consultative meetings were conducted mostly by politicians and more eagerly by Occidental people rather than Oriental public officials although we have die-hards for one Negros such as Cong. George Arnaiz, Cong Pryde Teves, VGov Mark Macias, Mayors League Pres. Ben Dela Cruz, VMayor Woody Maquiling, Mayor Pimpo Martinez, several mayors and the Negros Chamber of Commerce. Nobody is concluding, but from all indications and initial probes, the massacre of 44 PNP commandos in Mamapasanop, in Maguindanao one week ago today, was a product of sheer greed by certain influential quarters which greed has turned to grief.

Greed for the bounty money of $5Million USD. Yet those commanders continue to deny responsibility ( soldiers merely follow orders ) as to who ordered 400 PNP commandos Special Action Forces to the lions den, in an operation to get terrorist Marwan and his assistant. Usman who were holed up in that area of Maguindanao, now considered MILF territory.
