      3 solons firm vs. BBL draft    


The three congressmen from the province of Negros Oriental are unanimous in their stands that they cannot, in conscience, vote in favor of the Bangsamoro Basic Law BBL unless the approved draft by the committee will be sanitized of its Constitutional infirmities so that it can withstand the tests of time.

Reports have it that , if the proposed amendments to the Bangsamoro Basic Law will not be incorporated in the final version of the bill, the three congressmen of Negros Oriental will be voting against BBL.

The three congressmen are Pryde Henry Teves of the third district; George Arnaiz of the second district and Manuel Iway of the first district.

The trio although supportive of the objectives of the government in achieving lasting piece in Mindanao said the legislation has to be so that it conforms with the provisions if not spirit of the present Constititution.

If for the national interest, controversial provisions have to be passed even inconsistent with the Charter of the land then the Constitution must give way by being subjected to proper amendments...

The name of the game is politics. It’s like the businessman’s motto : location, location, location. For politicians, it’s politics, politics, politics. So are you not surprised why so many citizens are indifferent to politicians? Because they simply feel that they don’t belong if they don’t play politics.

IF IT IS TRUE , that the governor was asking his critics: “so where is that suspension on May 12 now?” Then he is just provoking his political enemies to make it come true. Remember the equally powerful Gov Gwen Garcia of Cebu got suspended for even more flimsy grounds, six months before elections. Good she was not running for governor but for congresswoman. She still won in Dumanjug district.

In the case of Degamo, he is running for governor. And who between Mar Roxas and Pnoy will prevail in choosing the gubernatorial standard bearer. Roxas is close to Julio Sy who is the father of the lady LP chair here with whom Arnaiz (NPC) is in coalition. They say, what are oligarchs ties for if not for continued patronage.

There are two ways by which Congress can enact the BBL, the Basic Bangsamoro Law peace panel draft——into law:

First, adopt the house committee- endorsed bill as drafted by the peace panel into law but which draft is full of constitutional infirmities; or

Second, let Congress dissect the bill first and remove all kinds of constitutional infirmities or defects, so that in the future, we will have a virus-free kung baga, Bangsamoro Basic Law.

As of today, our lawmakers cannot, in conscience, make it pass without fixing the constitutional defects, or, if not amend the constitution which is a downright tedious process which may take some time. With only 4 LPs in the senate, they doubt if the Bangsamoro Law will be passed in june.
