P7 Billion IRA for NegOr

The province of Negros Oriental and its 5 component cities and 20 municipalities shall receive a whooping total of P7.1 billion as their shares in the Internal Revenue Allotment next year from the national government based on the adjustments pursuant to the 2015 census of population.

The IRA or Internal Revenue Allotment is the local governmentís share in the income taxes paid by the people to government. Glaringly, not included in the IRA are the taxes paid by the businessmen in customs duties. Where does this go?

Provincial Budget Officer Marichu Alpuerto confirmed that Negros Orientalís share in IRA will be higher by 10.88% in 2017 at P 1, 812, 851.575 compared to P 1,634, 923.91 of the current year.

The computation of the Internal Revenue Allotment of each province, city, municipality and barangay shall be based on population (50%), land area (25% and equal sharing (25%).

As for population, the Department of Budget and Management used the 2010 census in determining 2016 IRA but with the adoption of the 2015 census, each Local Government unit shall get an increase in their IRA shares that will be used in preparing their respective 2017 budgets.

For cities, from biggest to smallest: Bayawan, P 847 million, (population 117, 900); Guihulngan, P598 million, (pop. 95, 969); Bais, P521 million, (76, 291); Tanjay, P497 million, (80,532); Dumaguete City, P 393 million, (pop. 131, 377) and Canlaon City, P386 million (population 54, 509).

For municipalities: Sta.
