2010 users, pushers give up in Negros Or.


Without waiting to be arrested with a warrant, or en flagrante, or meeting an “accident” on the road, some 2,010 (as of July 6) users and pushers of illegal drugs in most towns and cities of Negros Oriental voluntarily “surrendered” themselves to their respective police stations and signed an “Oath of Free Will” to stop the use and push of illegal drugs.

No charges were filed against them, but mugshots were included in the police files just in case they will commit a drug-related crime in the future.

According to PS/Supt Harris Fama, provincial PNP director in a text blast to the CHRONICLE , as of July 1 to July 6, 2016, the following is the breakdown of surenderees in Cities /Municipalities as pushers/users- (PS means police station )

The pusher/ users voluntarily surrendered thru Project Double Barrel and Oplan Tokhang and Rodrigo R Duterte and the new PNP Chef PDG Ronald “Bato” dela Rosa.

The entire anti-drug law enforocement stakeholders both in government and private sectors last Tuesday gathered in the 1st Provincial Anti-Illegal Drugs Summit a dramatic public gathering at the convention center last Tuesday to make a public commitment to help each other to eradicate the drug menace in Dumaguete city and Negros Oriental together with the rest of the provinces in the country.

The entire operation is code-named “Double Barrel: and Oplan TOKHANG coined from the words Toktok, Hangyo lang., meaning, knock, and persuade, not coerce. But if unheeded, the second wave will apply.

Taking the lead, Negros Oriental PNP in cooperation with the Provincial DILG, PDEA, NBI and Negros Oriental Provincial Government conducted a provincial-wide Anti-Illegal Drugs Summit held at Negros Oriental Convention Center, Capitol Area, Dumaguete City, Negros Oriental.

Participants-stakeholders were composed of five hundred seventeen (517) Barangay Captains, Mayors, Vice-Mayors, Councilors and one hundred thirty-four (134) Chiefs of Police, City & Municipal Anti-Drug Personnel, separate units, personnel of the Philippine Army, Tri-Media and five (5) Provincial DILG Staff with a total of six-hundred fifty-seven (657) participants.

The initiative of President Duterte as commander in chief, was echoed here by PCSUPT CONRADO S CAPA, RD PRO18, PSSUPT HARRIS R FAMA, Acting Provincial Director of NORPPO, Hon. Roel Degamo, Provincial Governor of Negros Oriental, DILG, PDEA, NBI and PAIDSOTG in relation to the PNP Anti-Illegal Drugs Campaign Plan Project “Double Barrel” and (Oplan Tokhang).

Lectures were delivered by Anson Baroro of DILG regarding “The Role of Barangay Officials in the fight against illegal drugs”, Agent Fernandez of PDEA discussed the salient features of “RA 9165” and PS/Supt Harris R. Fama presented the concept of the Project Double Barrel and Oplan Tokhang.

Short workshop regarding drugs watch list was held and signing on the wall of commitment was done by the participants to manifest their strong support and determination to end the problem of our society caused by the abused of illegal drugs.
