Dr Ely Villapando, 75 Negor Phinos founder

Dr Ely Villapando, 75, author, conceptualizer of the Negros Oreintal Phil Health insurance for the poor, has passed away Sunday and was interred at the Dumaguete Memorial Park yesterday.

Villapando, 38 years in public health service pressed the late Gov Macias to implement the poor manís philhealth insurance and was approved. This is Villapandoís legacy to the people of Negros Oriental.

He battled prostate cancer for 12 years.

He was former chief of hospital of the provincial hospital, also in Bindoy and Bais city and retired as provincial health officer of NegOr.

He is survived by his wife Dr Chit Ruperto- Villapando and children Che (Texas) ; Vida (California) both as nurses and son Eli.
