No 2016 Budget yet!

"We will pass the Provincial Budget Asap”. This was the assurance of Vice Gov. Macias in an interview after the adjournment of the special session held on Tuesday to discuss the Provincial Budget. The Vice Governor explained that the SP will examine three documents before finally tackling the Provincial Budget. In that special session, the SP studied the Provincial Development Physical Framework Plan. It was discovered however that there were revisions during the Provincial Development Council meeting that was not included in that plan. The Provincial Development Council is the body that approves the plan. An adhoc committee of the SP will coordinate with appropriate offices and will report its findings on the regular session on Monday, August 8.

The Vice Governor further explained that aside from the PROVINCIAL DEVELOPMENT PHYSICAL FRAMEWORK PLAN, the next document would be the PROVINCIAL DEVELOPMENT INVESTMENT PROGRAM, then the ANNUAL INVESTMENT PLAN. These documents are necessary as supporting documents of the Provincial Budget.

The Local Government Code mandates the submission of the Proposed Provincial Budget every 16th of October of the year previous of the fiscal year it is supposed to be implemented by the local Chief Executive. Thus, the Provincial Budget for the year 2016 could have been completed and the appropriation ordinance passed before the start of fiscal year 2016.

Organic farming in NegOr.

Vice Governor Mark Macias emphasized the need to promote organic farming in the province of Negros Oriental. He was addressing this to Nestor Villaflores a candidate for confirmation as he was appointed Provincial Agriculturists by Gov. Roel Degamo during the regular session of the Sangguniang Panlalawigan on Monday. The members of the Provincial Board took turns in asking questions to the proposed appointee relative to his qualifications and priorities of his office. According to Villaflores his immediate concern is the reorganization of the Provincial Agriculture Office to make it efficient and responsive to the tasks ahead. The SP will decide on Monday the confirmation of Mr. Villaflores.

Meanwhile, a proposed ordinance mandating all Job orders and contractual personnel of all local government units of the province of Negros Oriental to register as SSS self employed members sponsored by SP member Nilo Sayson was approved on first reading.
