Blood drug test for 1,595 city workers


Neophyte Dumaguete City Councilor Karissa Faye Tolentino has introduced legislation providing for the guidelines for the conduct of voluntary drug blood testing for the estimated 1, 595 officials and employees of the LGU.

But the proposal requires the appropriation of P 800,000.00, which Mayor Felipe “Ipe” Remollo readily provided to be taken from the unappropriated surplus of the General Fund.

Councilors Manny Arbon and Lilani Ramon lauded the initiative in furtherance to the earlier ordinance that the latter authored in 2014 aims to create a drugs-free workplace.

Ramon previously asserted that drug abuse problem among employees causes reduced productivity, poor decision making, client relationship mishap and physically dangerous situations, which can all be avoided if illegal drugs use shall be reduced if not eliminated in the city hall and beyond.

Remollo, reiterated his firm conviction for the conduct of drugs blood test perceived to be more reliable and accurate than the widely used urine samples. If passed, the drug tests shall be random and to be undertaken by a reputable laboratory, but it shall be implemented in a manner that guarantees and respects personal privacy and dignity of the officials and employees.
