Vice-Mayor, GSO, ABC suspended for 90 days

For a measly and simple misconduct, prejudicial to the best interest of the service, a city vice mayor, his general services officer and ABC president were suspended for 90 days by the Ombudsman without pay.

It covered only P296,775 which was used to repair covered canals of 2 brangays in Tanjay which “small value procurement” was not posted in the PhilGEPS website nor in any conspicuous space in the premises of the city hall.

Ombudsman Conchita Carpio Morales approved the penalty for Vice Mayor Lawrence Teves, (done when he was still city mayor ) GSO Officer Bogard Colina and ABC Pres. Denver Bokingkito “for their admission of their participation in the irregular procurement of construction materials which make them liable for simple misconduct and conduct prejudicial which is penalized by administrative suspension.

First councilor Jovencio Bumanlag took his oath as OIC vice mayor. Teves cannot avail of the Aguinaldo doctrine by virtue of his election as VM because the penalty was not removal but mere suspension.

Acquitted were city accountant Jose Filmer Torres for lack of substantial evidence and former SK head Mar Saguran for lack of jurisdiction.
