PNP suspends checkpoints

The Philippine National Police has ordered the suspension of random checkpoints across the country including Dumaguete city and Negros Oriental, in order to improve traffic flow and facilitate unimpeded flow of goods and services.

Provincial Highway Patrol Team Leader Sr. Insp. Robelito Mariano acknowledged the directive from the national PNP headquarters in Camp Crame as a means to improve the traffic situation especially during rush hour as the country enters the holiday season.

Random checkpoints serve the purposes of increased police visibility, intercepting illegal drugs trade; apprehension of traffic rules violators commonly those driving without licenses and registration; arrest of gunfor- hires, robbers, carnapper and other criminals.

However, law enforcers can still conduct mobile and foot patrols to accost suspicious looking persons and activities in public places. The Land Transportation Office is also not precluded to conduct its own checkpoints to check compliance of the motorists to traffic rules and regulations.

Checkpoints set up during hot pursuit and dragnet operations are deemed to be exempted from the suspension as these are governed by a set of special operating procedure consistent with the rules of engagement.

While this may be good news to some local PNP units with too few men to spare but are required to conduct at least one checkpoint a day, Mariano believes that the top brass wants the policemen to focus on administration and case building, intelligence gathering and specific anti-drugs and criminal operations.

Nevertheless, the suspension on checkpoints is temporary and shall be reviewed periodically by the PNP leadership for possible extension or revocation. (By Dems Demecillo)
